Preventative medicine for Genocide.

The Old Victorian Aboriginal Health Service at 136 Gertrude Street Fitzroy is a site of Historical Significance to the Victorian Aboriginal Community and an invaluable symbol of Community Control and Self Determination.

Founded in 1973, the Victorian Aboriginal Health Service (VAHS) moved from 229 to 136 Gertrude Street in 1976 after signing a 99-year lease for the premises with the State Government. Many Aboriginal People were dying in the streets due to prolonged oppression and denial of basic human services. As staff worked without pay due to lack of funding, Aboriginal Elders including Alma Thorpe and Dr. Bruce McGuinness pioneered to establish critical community controlled preventative health care to ensure the survival of Aboriginal Communities in Fitzroy and nationwide.

In 1991, VAHS lodged an official complaint to the Minister of Police and Aboriginal Affairs regarding ‘ongoing brutalization’ of Aboriginal people in the community, which continues to this day. Since the official opening of the new VAHS at 186 Nicholson Street in 1993, the old Aboriginal Health Service in Gertrude Street has been left abandoned and derelict for 15 years. Mission Australia recently won a tender to redevelop the site into a ‘bush tucker’ restaurant where Kooris would be trained to ‘serve’ as waiters under the Mission banner. How much more insulting and low could the system go in trying to extinguish Victoria’s history of Aboriginal struggles for self-determination and human rights? With no Community Cultural Center in the vicinity of Fitzroy, the local Aboriginal community want to see this site resurrected as a crucial Community Meeting Place for healing, traditional culture, and in honor of the many brave Aboriginal Ancestors and Elders who fought for so long to live and die with dignity.

Following the National Weekend of Action (Nov 16 –17) members of the Fitzroy and Victorian Indigenous Communities and supporters will stage a vigil outside 136 Gertrude Street to bring overdue attention to these injustices at 07’ Election time. Each sundown the Sacred Fire Traditional Smoking Ceremony is being reignited across the road in Atherton Gardens for community healing and to pay respect to all who have not lived to see the struggle for justice end.

* Statistics published by the Australian Human Rights and Equal Opportunity Commission on Indigenous child abuse show Victoria has the worse track record of abuse, with nearly 5 times more cases than anywhere else in Australia.

* The 2004 United Nations Human Development Report exposes that Aboriginal People in Australia have the second worst quality of life on the planet. * Another recent report by the World Health Organisation states that Indigenous Health in Australia is 100 years behind the rest of the whole population.
* Such shameful genocide continues as the Australian government invades Aboriginal communities in the NT, intervenes by force in Aboriginal affairs country-wide, and refuses to sign the UN Declaration on Indigenous People’s Rights because of the word “self-determination.”

The immediate rationale for the NT intervention was Ampe Akelyernemane Meke Mekarle (‘Little Children are Sacred’), the Report of the Northern Territory Board of Inquiry into the Protection of Aboriginal Children from Sexual Abuse, which ‘distressed’ the Prime Minister and other readers. However, there have been numerous other reports into child abuse, neglect and violence in Indigenous communities written over many years (see, for example, Martin 1988; Memmott et al. 2001). While the rates of child abuse are higher among all disadvantaged groups compared to the Australian average, it is particularly high in Indigenous communities (Australian Institute of Health and Welfare (AIHW) 2006: Table 2.8). Victoria has the highest number of Indigenous child-abuse substantiations per 1000 children (63.0), followed by the ACT (56.0), South Australia (43.20) and NSW (27.1). The NT had a relatively low rate of Indigenous child-abuse substantiations of 13.7 per 1000 children — only Western Australia (12.2) and Tasmania (5.8) had lower rates. It should be noted that child-abuse data may be particularly prone to measurement error as it involves an inherently difficult and sensitive subject matter. However, it should be noted that under-reporting of child abuse is not confined to either Indigenous communities or the NT — indeed, the ‘Little Children are Sacred’ report specifically rejects the notion that Aboriginal culture is the reason for the under-reporting of abuse (Wild & Anderson 2007: p.58).

Peter Botsman argues that there is a need to put Indigenous child abuse into perspective (2007). Indeed, the fact that substantiated child abuse among non-Indigenous families in Queensland (13.7 per 1000) is as high as that which provoked the NT intervention means that the problem is not confined to Indigenous communities. Given the high level of disadvantage and poverty identified in NT Indigenous communities, the level of substantiated child abuse is relatively low. Obviously, policy needs to address broader issues, rather than simply focusing on Indigenous-specific issues such as permits and land rights.

Some aspects of the intervention were foreshadowed and informed by the Cape York Institute report (CYI 2007) — for example, the focus on quarantining welfare payments for certain behaviour; addressing incentives to work in mainstream jobs; and the reform of the Community Development Employment Projects (CDEP) scheme, the long-standing Indigenous work-for-the-dole program. Nevertheless, the government’s plan differed from the CYI report in crucial ways. The CYI report was based more on ‘ground-up’ theory: it involved substantial collaboration with the Indigenous community and incorporated the direct involvement of community representatives in the proposed Family Responsibility Community (FRC). Another difference was the fact that the quarantining of welfare suggested by the CYI report was not necessarily mandatory.

It became clear in the days following 21 June that there had been no consultations with state and territory governments or local Indigenous community elders. The lack of communication with Indigenous representatives is largely a result of the abolition of ATSIC, as there is no longer any recognised local Indigenous authority for governments to talk to. Even Noel Pearson was given only 15 minutes’ warning of the government’s planned intervention (Pearson 2007).

The public debate that followed involved heated exchanges between the protagonists. In a sense, this is understandable since the intervention was hastily conceived and sketchily outlined: apart from the occasional press release, there was little to tell people what the government’s response actually entailed. Teams of bureaucrats and army personnel were sent into the NT to scope the issues involved.

The heat of the public debate has scared off many people who may have had positive contributions to make.[2] Critics of the NT intervention run the risk of being construed as supporting child abuse by default. However, if policy interventions are misconceived and poorly designed, then the possibility of constructing a truly effective long-term response to child abuse may be compromised by restricting public debate to highly committed people and organisations. The following sections outline the main criticisms of the intervention.

"The British Constitution Act 1900 was for self government. It was never intended to be and is not suitable to be the basis for independence. The right to repeal this Act remains the sole prerogative of the United Kingdom. There is no means by which under United Kingdom or international law this power can be transferred to a foreign country or Member State of the United Nations. Indeed, the United Nations Charter precludes any such action”.

Machines

Their devises have even made there way into human hearts. Planning their accent into ultimate power over the known universe. Their devious plan is the greatest threat man has known.

Little by little they plan to heat up the planet. Air conditioning factories across the globe are in full production creating units to be installed in the very domain of human existence, keeping a watchful eye on the population.

Mechanical systems are so entrenched in the daily lives of the civilized (?????) world that the nourishment of our bodies is dependent on there whim.

It may seem to most people that resistance is futile, dis empowerment is their main weapon.

Fear not, they can be defeated.

Perhaps one of the greatest obstacles to ending genocide is the illusion that the mainstream community needs to be mobilized to effect change, and gradually with incremental steps we will reach a just Utopia. We must provide answers and alternatives for people to embrace.

Genocide effects everyone, there can't be true peace without freedom, there cant be freedom without justice and justice can never thrive under genocide.

FIRES BURN DURING APEC SUMMIT 2007.

The APEC summits of 2007 heralded nothing new to the Indigenous population of Australia. Millions of dollars stolen from Aboriginal Land resources, and spent on fanfare (igniting a 300% spike in income for Sydney's Sex industry) so war criminals can sure up the theft of uranium from Sacred land and no recognition of Traditional Sovereignty.

Although largely unnoticed during APEC, the voice of Aboriginal Australian resistance was sung out across country by indigenous and non-indigenous activists. A Tent embassy was set up in Victoria park at Sydney University, in Melbourne peace fires were lit out side prominent Government buildings, in South Australia the walk for peace marched on, in the out back the struggle to keep Uranium driven Army and Police Troops off Aboriginal land continues, on the Burrup peninsula activists attempt to save ancient rock art from corporate hands, in Tasmania and Victoria blockades were entrenched to protect ancient rain forests from tumbling, throughout the country health workers tire trying to keep up with the increasing disparity in life expectancy between Indigenous and non Indigenous people and so on and so on.

APEC went home when the last champagne was drunk, while the business of the Australian Government to prolong 237 years of Genocide went on as usual.

We have survived.

White Dog released for Sept 11.

White Dog was re-released today.

Deemed too controversial 25 years ago when it was made and never released in America (of course that means Australia too). Its about a white German Shepard trained to kill black skin. It was homogenized and re-edited so that the dog was multicultural and killed all colours, then released to Australian TV as a thriller.
